China Announces Conditional Resumption of Seafood Imports from Parts of Japan!

On June 29, 2025, the General Administration of Customs of China issued a major announcement (No. 140), formally announcing the conditional resumption of seafood imports from parts of Japan, while explicitly excluding ten highly sensitive regions, including Fukushima. This decision was made on the basis that the Japanese government has committed to ensuring the safety of seafood and that China's continuous monitoring has found no abnormalities, and it aims to safeguard food safety and protect consumer rights.

Key Points at a Glance

  • Limited to Designated Resumption Areas
  • Effective immediately, imports of Japanese seafood are resumed from regions other than Fukushima Prefecture, Gunma Prefecture, Tochigi Prefecture, Ibaraki Prefecture, Miyagi Prefecture, Niigata Prefecture, Nagano Prefecture, Saitama Prefecture, Tokyo Metropolis, and Chiba Prefecture.
  • Enterprise Registration and Requalification Review
  • All Japanese seafood production enterprises whose imports have been suspended must reapply for registration in China and may export only after obtaining registration qualification.
  • Aquaculture and packaging enterprises for edible aquatic animals must also re-register, and trade may resume only after registration is completed.
  • Strict Declaration and Supervision
  • Sanitary certificates issued by Japanese authorities
  • Certificates of compliance for radioactive substance testing
  • Certificates of place of origin
  • All seafood exported to China must be accompanied by:
  • Customs will exercise strict supervision over all imported seafood. If violations of laws or regulations are found or Japanese supervision is inadequate, control measures will be taken immediately to ensure public health is not threatened.
  • Repeal of Old Rules
  • The original Announcement No. 103 of 2023 is simultaneously repealed, and the new Announcement No. 140 takes effect on the date of issuance.

A Signal of Prudent Opening

Emphasizing "Safety as the Bottom Line"

This adjustment marks a phased shift in China's policy on Japanese seafood imports and also shows that, under the premise of ensuring food safety, regulators have a certain degree of flexibility. Although it is not a full opening, it has released a positive signal for the gradual recovery of seafood trade between the two countries in the future.

However, Fukushima and the nine surrounding prefectures remain listed as "no-go zones," showing that China remains highly vigilant about the issue of discharging nuclear-contaminated water into the sea. China has also reiterated that once a safety hazard emerges, an emergency mechanism will be launched promptly to strictly prevent substandard products from entering the market.
