On October 16, 2026, the Russian State Duma passed in first reading an amendment to aquaculture law submitted by a group of lawmakers, which would allow federal state budgetary institutions within the Russian Federal Fisheries Agency system to form, maintain and use fish broodstock at their own expense or under state assignments.
On October 16, 2026, the Russian State Duma passed in first reading a legislative initiative by a group of lawmakers concerning the aquaculture sector. The bill would allow institutions subordinate to the Russian Federal Fisheries Agency (Росрыболовство) to raise fish broodstock under state assignments.
According to Fishnews, a fisheries information outlet under Interfax, the initiative was submitted to the State Duma by a group of lawmakers in July 2026. Vladimir Kashin (Владимир Кашин), chairman of the State Duma Committee on Agriculture and one of the drafters of the amendment, said at the Duma session that the ability to raise fish broodstock under state assignments is necessary for developing Russian fish egg production for aquaculture purposes.
The bill proposes stipulating in the Aquaculture Law that federal state budgetary institutions within the Russian Federal Fisheries Agency system may form, maintain and use fish broodstock at their own expense or in accordance with state assignments.
According to the drafters, amending the relevant legislation will help supply the fish farming industry with domestically produced seed material.
The bill has currently passed only the first reading and has not yet become law.
