Recently, the Qingdao Coast Guard Bureau, together with the Qingdao Coastal Police Detachment, carried out a law enforcement operation and busted a case of maritime smuggling of live seafood, seizing on site more than 8,600 jin of smuggled geoduck clams (Panopea generosa), equivalent to about 4.3 tonnes, arresting 22 criminal suspects, and impounding 1 high-horsepower speedboat involved in the case.

Public information shows that in the case, the lawbreakers chose to operate at night and used concealed sea areas to carry out maritime transfers and shore unloading. Relying on a three-dimensional maritime patrol and control system, the law enforcement departments analyzed the relevant leads and closed the net when the suspect vessel was unloading at shore.

Geoduck clams are a high-value live shellfish category, with high circulation prices and strict transport timeliness requirements, and have long been a category of high interest to high-end catering and seafood wholesale markets. Unlike ordinary frozen products, live shellfish need to complete transfer, temporary holding, distribution and sales within a short period of time, and smuggling gangs often use methods such as nighttime operations, remote wharves and speedboat transport to compress circulation time and evade normal declaration and quarantine procedures.

The quantity seized in this case reached more than 8,600 jin, which is not small among live geoduck clam smuggling cases. According to the circulation characteristics of live shellfish, once such goods enter the market, they may be quickly dispersed to wholesale markets, catering channels or secondary distributors, and subsequent traceability will become significantly more difficult. The law enforcement departments chose to close the net at the point of shore unloading, cutting off the key link between maritime transfer and onshore distribution.

Qingdao is an important seafood distribution city in northern China, with a strong foundation in ports, cold chain, wholesale and catering consumption. After high-value live seafood enters Qingdao, it may serve local high-end catering and wholesale markets, and may also continue to be diverted to surrounding cities via cold-chain vehicles. Simultaneous maritime and shoreline enforcement by the law enforcement departments helps compress the smuggling chain of "maritime transfer—shore unloading—market distribution."

In terms of modus operandi, high-horsepower speedboats remain an important tool in such cases. Speedboats are highly maneuverable and flexible in berthing locations, making it easy to carry out short-distance transfers at night or in complex shoreline environments. Smuggling gangs unloading in concealed sea areas usually coordinate with onshore vehicles, temporary storage and market receivers. The arrest of 22 criminal suspects this time indicates that the case may not be merely a single-vessel transport act, but an organized chain involving maritime transfer, shore receiving and subsequent distribution.

For seafood market operators, such cases once again remind them that procurement of high-value live shellfish cannot focus only on price and delivery speed. Live products such as geoduck clams, lobsters, king crabs, Dungeness crabs and scallops should all have their legal import procedures, inspection and quarantine documents, supplier qualifications and traceability records verified. Goods lacking customs declaration and quarantine certificates, even if attractively priced, will bring legal and food safety risks to wholesalers, catering companies and end channels.
