State Capital Bets Nearly 700 Million Yuan on Ningbo Land-Based Salmon Project: Blue Ocean Opportunity or a "Greater Fool" Game?

In the same week that Norwegian company West Coast Salmon announced the bankruptcy of its US land-based salmon project, wiping out nearly 100 million Norwegian kroner of investment, state-owned capital from China went the opposite way—placing a heavy bet on Ningbo.

This time, Chinese local capital not only put up 300 million yuan to take a stake in the Norwegian-backed Nordic Aqua Ningbo project, but also coordinated with lead banks to issue 385 million yuan in long-term loans. All told, nearly 700 million yuan is flowing into this recirculating aquaculture base in Xiangshan.

One overseas peer has just collapsed, while another project in China has secured a "state capital bailout." Is the logic behind this industrial strategic foresight, or yet another case of blind capital optimism?

I. "American Dream Shattered": The Capital Illusion of Land-Based Salmon

The West Coast Salmon story is a cautionary tale. This flagship project, billed as "Norwegian technology + US market," was scaled down from a planned 50,000 tonnes to 15,000 tonnes, yet still collapsed under a broken financing chain.

Its lesson is crystal clear: land-based salmon is not a technology problem, but a capital problem.

Investment costs up to ten times those of net-pen farming, a payback period of seven to eight years, and a vicious cycle of equipment depreciation turn the so-called "EBITDA profitability" into an illusion.

Norwegian industry expert Alan Cook put it bluntly—

"Land-based farming is a game of racing against depreciation. Those who lose are not the ones who can't raise fish, but the ones who run out of money to keep going."

And now, this game has welcomed Chinese investors.

II. The "Ningbo Model": A Technology Showcase or a Capital Testing Ground?

Nordic Aqua Ningbo is indeed one of the few land-based salmon projects in the world that has reached the commercialization stage.

Backed by Norwegian technology, it uses a high-density recirculating aquaculture system (RAS), has reached an annual capacity of 8,000 tonnes, and plans to expand to 20,000 tonnes.

The two local state-owned enterprises brought in this time—Ningbo Ocean Group and Xiangshan Haixia Economic and Technical Group—hold a combined 20% stake, while also securing a 10-year, 385 million yuan loan from local banks to support the expansion.

This means—

the project's risk structure has shifted from a foreign-technology gamble to a heavy-asset investment backed by local government credit.

But the hard constraints of the land-based model remain:

  • Unit depreciation costs are more than three times those of offshore net pens (about 20 NOK/kg);
  • Short equipment lifespan and frequent maintenance mean capital expenditure cannot be amortized;
  • The profitability window is extremely narrow, and it must rely on a sustained high-price market and stable cash flow.

At present, China's salmon retail prices are declining and import volumes are surging (expected to exceed 160,000 tonnes this year), so the Ningbo project's profit margin is in fact being squeezed.

If prices fall, financing tightens, or the system runs into problems—once the project's cash flow breaks, its fragility will be magnified indefinitely.

III. Strategic Investment or Policy Support?

Admittedly, this stake purchase has clear strategic intent.

From the perspective of local industrial planning, it targets "blue granaries," "cold chain self-reliance," and "high-end protein security."

At the national level, it can indeed partially replace imported Norwegian salmon and drive the extension of the cold chain, processing, and brand value chain.

However, such strategic logic does not equal economic logic.

Land-based salmon is not "marine new energy"; it is an extremely heavy-asset, low-liquidity industrial investment.

Once the payback period lengthens and policy subsidies retreat, local state capital can easily fall into the awkward position of being "unable to withdraw, yet hard-pressed to invest more."

What's more, this is not "building chips"—there is no technological moat. Norway, Chile, and Japan are all gradually slowing the pace of RAS expansion—not because they can't see the trend, but because the economics don't add up.

IV. Between "Blue Ocean" and "Deep Pit" Lies Only One Cycle

Land-based salmon still has room for imagination: more environmentally friendly, controllable, and close to consumer markets—these advantages all hold;

But the problem is—what it needs is not hot money, but extremely high capital endurance and operational discipline.

Chinese capital's stake in the Ningbo Nordic project could become the starting point for a "Chinese version of salmon industry self-reliance," or it could repeat the mistakes of West Coast Salmon.

If the real return on land-based salmon cannot beat loan interest rates, this "blue investment" will ultimately become a capital deep pit wrapped in high-tech packaging.
