Investment of 2.3 Billion! Shenyang Welcomes a 10,000-Ton Land-Based Salmon Super Factory!

On August 15, the Sujiatun District Government of Shenyang signed a formal cooperation agreement in Beijing with Zhongqing Baoshang Group and Beijing Xin Guize Aquatic Technology Co., Ltd. to jointly advance the implementation of a 10,000-ton land-based (RAS) salmon farming factory. The project involves an investment of as much as 2.3 billion yuan and is expected to reach an annual capacity of 10,000 tons of Atlantic salmon (大西洋鲑), marking a key step forward for China's domestic salmon industry.

Annual Output Value May Exceed 1.5 Billion Yuan, Driving Employment and Upgrading the Industry Chain

It is reported that once completed, the project will not only achieve an annual output value of approximately 1.5 billion yuan, but will also drive upstream and downstream industries such as cold-chain logistics and processing and distribution, with a combined output value exceeding 3 billion yuan. At the same time, the project will provide about 2,000 local jobs, injecting new momentum into regional economic development.

Smart Factory, Full-Chain Green Farming

This 10,000-ton factory will introduce an advanced intelligent management system to enable real-time monitoring and fine-tuned control of temperature, water quality and dissolved oxygen. The farming environment will be kept at a constant temperature of 13°C, with AI technology optimizing feeding and disease prevention and control to simulate the natural growth conditions of Atlantic salmon as closely as possible.

In terms of industry chain layout, the factory will form a closed-loop model covering everything from egg hatching and farming to processing and direct cold-chain delivery, achieving "farm-to-table delivery within 24 hours." Compared with traditional imported products, which require 5–7 days of transport, this model will significantly improve product freshness.

In addition, the project places great emphasis on environmental protection. Tailwater is treated through biochemical filtration and UV sterilization, reducing pollutants by more than 80%, and the water recycling rate can reach 99%, demonstrating the advantages of green circular aquaculture.

Building More Than 20 Super Factories, Targeting 200,000 Tons Annually by 2030

The project operator, Beijing Xin Guize Aquatic Technology, focuses on healthy protein foods and is building a nationwide land-based salmon industry based on globally leading RAS technology. Company President Tian He said that traditional offshore aquaculture is facing the challenges of resource constraints and environmental pollution, and that land-based aquaculture, with its controllability and environmental friendliness, has become an inevitable choice for the industry's development.

Investor Zhongqing Baoshang Group plans to build more than 20 10,000-ton salmon super factories across the country, forming an annual production scale of 200,000 tons by 2030 and driving China to become a globally leading producer of land-based salmon.

Domestic Substitution Accelerating, Global Market Demand Strong

Data shows that global salmon supply in 2023 was about 3.8 million tons, of which farmed output was 2.8 million tons, accounting for nearly 74%, mainly concentrated in Norway and Chile. China has become the world's fastest-growing consumer market, with consumption reaching 108,000 tons in 2023, up 43% year on year. In 2024, China imported more than 130,000 tons from Norway, ranking as the world's eighth-largest market.

However, domestic Atlantic salmon output is currently less than 10,000 tons, indicating a high dependence on imports. With the support of the 14th Five-Year Plan for green aquaculture and the implementation of projects such as the 10,000-ton factory in Shenyang, China's domestic salmon production capacity is expected to achieve a breakthrough and gradually meet rapidly growing market demand.
