The Russian State Duma Agriculture Committee reviewed the provision of funding for the state program for development of the fisheries complex in the draft federal budget for 2027 and the 2028-2029 planning period, and issued its conclusion on the draft law. Lawmakers noted that relevant expenditures in 2027 are reduced compared with the current year.
According to Russian fisheries information service reports, the conclusion addresses the draft of the Federal Law on the Federal Budget for 2027 and the Federal Budget for the 2028 and 2029 Planning Period.
The conclusion shows that fisheries state program funding is 18.73 billion rubles in 2027, about 10.5 billion rubles in 2028, and 10.9 billion rubles in 2029.
Compared with the consolidated budget list indicators as of September 1, 2026, budget allocations for 2027 are reduced by 3.22 billion rubles, a decrease of 14.7%; compared with the parameters set by the current 2026 budget law and the budget law for the 2027 and 2028 planning period, budget allocations for 2027 are reduced by 156.7 million rubles, a decrease of 0.8%.
The cuts affect the federal project for modernization and stimulus of the fisheries complex. Lawmakers recalled that this project includes the construction of research vessels for the Federal Agency for Fisheries of the Russian Federation, the reconstruction of the Tsimlyansk mullet fish breeding plant, the construction of the Karelia fisheries breeding and genetic center, and subsidies for the costs of fisheries organizations in the Azov and Black Seas. The project is allocated nearly 5.5 billion rubles, a reduction of 2.26 billion rubles, or 29.2%, compared with the current year's financing scale.
The conclusion also notes that subsequent budgets may still be adjusted. To this end, 51 billion rubles has been reserved under the Agriculture and Fisheries subheading.
The list of sources for the reserve allocations includes: revenue from electronic auctions of crab fishing quota shares conducted for investment purposes, and revenue from the provision of water areas for industrial and amateur fishing organizations.
In addition, the draft provides that if the government decides to set export duty rates on frozen fish (excluding sardine-ivasi and crustaceans), additional revenue may be allocated to the federal project for exports of agro-industrial complex products.
